PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS AT THE COURTHOUSE IN SUNDANCE, CROOK COUNTY, WYOMING

Monday, July 15, 2024

9:00 o’clock a.m. Present were Chairman Fred M. Devish, Vice-Chairman Kelly B. Dennis, Member Bob Latham and County Clerk Melissa Jones.

The Pledge of Allegiance was recited to the Flag.

Present for the final budget hearing were Jeff Hodge, Larry Schommer, Tammy Jundt, Randy Leinen, Bonnie Stahla, Julie Crawford, Carol Stutzman and Joe Baron and via Teams, Dan Thomas, Leslie Perkins, Jim Ford and Mike Mores. Dan began by explaining that the mill levy is less than estimate ed. With this information the Board recessed the budget hearing to begin after we address the additional considerations on the agenda.

Campbell County Commissioner Ford explained Campbell County’s request for a letter of support on a Shooting Sports Complex in Campbell County. After discussion, Bob moved to sign a letter of support. Kelly seconded, all ayes, motion carried.

Mike Mores, Senior Manager, Government Affairs Wyoming, Charter Communications and Joe Baron, spoke with the board about a draft License Agreement. After discussion, Kelly moved to approve a License Agreement between County of Crook, Wyoming and Spectrum Pacific West, LLC an indirect subsidiary of Charter Communications, Inc. Bob seconded, all ayes, motion carried.

Bob moved to approve an Application for a 24-Hour Catering Permit for Buffalo Jump Hospitality Partners LLC dba Sand Creek Trading Post for August 3-10, 2024, contingent upon receiving a signature on the application and receiving the fees. Kelly seconded, all ayes, motion carried.

Kelly moved to approve and for the chairman to sign a Contract Between Wyoming Department of Family Services and Crook County Board of County Commissioners – Crook County Community Juvenile Services Advisory Board $50,000.00. Bob seconded, all ayes, motion carried.

Meeting recessed to begin again at 11:15 o’clock a.m.

11:15 o’clock a.m. Present were Chairman Fred M. Devish, Vice-Chairman Kelly B. Dennis, Member Bob Latham and County Clerk Melissa Jones.

Present for the Final Budget Hearing for Fiscal Year 2024-2025 were Morgan Ellsbury, Larry Schommer, Jeff Hodge, Tammy Jundt, Julie Crawford, Bonnie Stahla, Carol Stutzman, Joe Baron and via Teams Dan Thomas. The Clerk presented 2 iterations for consideration, discussion was held, and no written or oral objections were received regarding the presented final budget. Kelly moved to approve the following resolutions for the Crook County Fiscal Year 2024-2025 Final Budget:

APPROPRIATION RESOLUTION

WHEREAS, on the 15th day of July 2024, Melissa Jones, the budget making authority, prepared and submitted to the Board a county budget for the 2024-2025 fiscal year ending June 30, 2025; and

WHEREAS, such a budget was duly entered at large upon the records of this Board and a copy thereof was made available for public inspection at the office of the County Clerk; and

WHEREAS, notice of a public hearing on such budget, together with the summary of said budget was published in the Sundance Times, a legal newspaper published and of general circulation in the county on the 4th day of July 2024; and

WHEREAS, a public hearing was held on such budget at the time and place specified in said notice, at which time all interested parties were given an opportunity to be heard; and

WHEREAS, following such public hearing certain alterations and revisions were made in such proposed budget, all of which more fully appear in the minutes of the Board;

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners that the county budget, as so revised and altered, be adopted as the official county budget for the fiscal year ending June 30, 2025;

BE IT FURTHER RESOLVED that the following appropriations be made for the 2024-2025 fiscal year ending June 30, 2025 and that the expenditures of each officer, department or spending agency be limited to the amount herein appropriated.

RESOLUTION TO PROVIDE INCOME NECESSARY TO FINANCE BUDGET

WHEREAS, on the 15th day of July, 2024 this Board adopted a County Budget for the 2024-2025 fiscal year ending June 30, 2025 calling for the following appropriations:

General Fund 20,248,177.90

Fair Fund 185,031.81

Library Fund 912,364.62

TOTAL 21,345,574.33

And WHEREAS, after deducting all other cash and estimated revenue, it is necessary that the following amounts be raised by general taxation, and in order to raise such sums of money, it is necessary that levies be made for the 2024-2025 fiscal year ending June 30, 2025 as shown opposite each fund:
