    At precisely 11 a.m. on November 11, the courthouse lawn will reverberate with the sound of rifle volleys and the revered bugle call that signals both “lights out” for a military day and respect and honor for military ceremonies.     Carter Nielson Stephens, or "Niel" as he was known to most, passed away on October 22, 2023, at Crook County Memorial Hospital in Sundance, Wyoming at the age of 88. Niel was born on November 9, 1934 in Spearfish, South Dakota to L.D. and AnnaBelle (Nielsen) Stephens. He was raised with his younger brother, Pete, in Alva, Wyoming.     Hulett hosted the regional tournament lady Friday and Saturday. Hulett took on Guernsey but fell short, 23-25,25-12,20-25, 23-25. Their next matchup was Kaycee and the lady Devils redeemed themselves, 25-12, 25/18, 25-12.     Crook County Medical Services District (CCMSD) continues to pursue the necessary steps to find out if it qualifies for a U.S. Department of Agriculture (USDA) loan that will be used to either build a new hospital or renovate the current one.
